Instagram is running a set of small tests of private likes on Stories. The option is currently only visible to a number of select users.
As the name suggests private likes are only visible to the account creators who posted the story.
Story likes won’t be publicly visible, Instagram confirmed to TechCrunch.

Instagram users can reply or react to Stories using emoticons. Likes are another way to engage with the feature. This could be particularly beneficial for brands, influencers and creators who are looking to measure engagement of their Stories.
At the same time, the popular imaging app recently introduced the option to hide counts on posts and added “Add Yours” stickers for Story threads.
In other words, users can now respond to other peoples’ comments in popular Stories.
